SACRAMENTO, CA – Assemblymember Mike Fong (D-Alhambra) is proud to share the advancement and signing of legislation in the 2025 legislative session. These legislative achievements reflect his commitment to expanding educational opportunity, increasing affordable housing, and strengthening workforce development in California.
“These legislative wins reflect the priorities that I have advocated for since entering elected office – supporting students and all communities across California,” said Assemblymember Mike Fong. “Every bill in this package is rooted in the belief of the power and promise of education. Whether it is ensuring internship opportunities, or improving student housing access, these bills are designed to build a more inclusive state. I am grateful to all of my colleagues, community leaders, sponsors, and most importantly, Governor Newsom, for sharing the vision of my bill package.”
Key 2025 Legislation Singed by Governor Newsom:
- AB 323(Strong Workforce Program Paid Internship) - Authorizes California Community Colleges Strong Workforce Program funds to be used to provide students with paid work-based learning, such as apprenticeships, internships and externships, to increase employability and employment opportunities.
- AB 413 (Language Access for Housing Outreach) - Requires the Housing and Community Development Department to review and determine whether any of its guidelines explain services to the public, and translate such guideline into certain non-English languages.
- AB 893 (Campus Development Zones) - Streamlines mixed-income housing development on certain commercially zoned properties within a one-half mile radius of CSUs, UCs, and California Community Colleges, and expands eligibility for affordable units to lower income students, faculty, and staff.
- AB 1028 (CA Community Colleges: Part-Time Faculty) - Requires California Community College Districts to comply with existing collective bargaining agreements when terminating a part-time employee.
- AB 1098 (CA Education Interagency Council) - Establishes the California Education Interagency Council and office to align California’s education and workforce systems. This proposal is one of the components of the Governor’s Master Plan for Career Education.
- AB 1155 (Law School Externship) - Requires all law schools to allow students to accept compensation from externship sites while concurrently earning academic course credit.
Assemblymember Fong also introduced AB 467 to extend teleconferencing access for Los Angeles neighborhood councils; however, the proposal was later incorporated into Senator Durazo’s SB 707, which was signed by the Governor. The extension provides continued access to community members who would otherwise not be able to participate in Los Angeles City neighborhood councils due to barriers such as transportation, child care, or other physical limitations.
